Leader of Canary Islands says rat virus cruise ship CAN'T dock there and demands urgent meeting with Spain's PM after the vessel was granted permission

The two crew members will be evacuated via Cape Verde to the Netherlands , allowing the vessel to sail on to the Canaries.
