Mother hit with $140 parking fine after her teenage daughter, 13, fractured her foot and waited four hours in hospital

Bridget Shadforth took her then-13-year-old daughter to Shoalhaven Memorial Hospital on March 23 after she realised an injury was more serious than it initially appeared.
